A cookie is a small text file that stores information on your computer. Cookies are used to increase functionality and make it easier for visitors to a website. When an Internet user visits a website, the web server writes a cookie on the local computer. By doing so, the web server knows that the user has returned to the website.

As of July 25, 2003, the Electronic Communications Act applies. Chapter 6, Section 18 deals with privacy protection. The first paragraph states: "Electronic communications networks may be used to store or access information stored in a subscriber's or users' terminal equipment only if the subscriber or the user of the personal data controller receives information about the purpose of the processing and is given the opportunity to prevent such processing." . Thus, every visitor to a website must be informed that the website uses cookies. The user must also be given the opportunity to block cookies.

Furthermore, the section states the following: "This does not prevent such storage or access as is necessary to perform or facilitate the transmission of an electronic message via an electronic communications network or which is necessary to provide a service that the user or subscriber has expressly requested."
